Dean Gross
Dean Gross, PhD, FNP-BC, is the former Director of the Doctor of Nursing Practice (DNP) and Family Nurse Practitioner (FNP) programs at North Dakota State University (NDSU). A board-certified Family Nurse Practitioner, his work emphasizes developing nurse leaders with a strong focus on rural health and emergency preparedness as part of NDSU's land-grant mission. Currently, he serves as the Project Director for the "Stop the Bleed: Empowering North Dakota Rural Communities" initiative, leading efforts to deploy life-saving hemorrhage control training across the state.

Alex Dralle is the Director of the Eastern North Dakota Area Health Education Center and a PhD candidate in Clinical Research at the University of Jamestown. Her research examines burnout among health professionals in Critical Access Hospitals across North Dakota, with a focus on personality traits and how they may influence an individuals interpretation and experience of burnout. She is committed to strengthening the rural health workforce through research, partnership, and evidence informed strategy.
Beth Stroup-Menge
Elizabeth (Beth) Stroup-Menge, MS, LMAC, LSW, brings an extensive and diverse background in addiction treatment, professional development, and clinical leadership. Currently, she serves as a consultant for the Heartview Foundation and the North Dakota Training Academy for Addiction Professionals (TAAP). Elizabeth is the former Chief Operating Officer for Heartview Foundation.

Stephanie Fugleberg serves as nurse manager at Sanford Mayville Medical Center. With more than 15 years of nursing experience in the rural setting her leadership focuses on fostering teamwork, safety and sustainable healthcare delivery in resource- limited environments.
Montana Halberg
Montana earned a bachelor's degree in interdisciplinary studies from the University of North Dakota and later completed her Bachelor of Science in Nursing from Rasmussen University. She began her nursing career working in cardiac inpatient care and the emergency department, where she built a strong passion for emergency care. She eventually moved back to the Devils Lake area, where her husband farms, and she continues to serve the community through her work in healthcare. For nearly two years, she has served as the Emergency Department Supervisor, supporting her team and helping lead the delivery of care for patients in the Devils Lake region.
Kristen Jung
Kristen Jung graduated from the University of Mary in 2006 with a Bachelor of Science in Nursing degree and has worked in med-surg, ICU, and the Emergency Department - where she developed a love for the organized chaos of ER care. She now works as the Quality and Risk Manager for West River Health Services in Hettinger, ND. Her job now is mostly figuring out how the chaos started and how to make sure it doesn't happen again.

Dr. Karen R. Robinson is a nurse scientist at Sanford Health Fargo.
Her research programs include instrument development, nursing reimbursement, nurse managed clinics, and COVID-19’s impact on nurses. Isaac Karikari is an Associate Professor in the Department of Social Work in the College of Nursing and Professional Disciplines. He holds graduate degrees in social work and public health.
Isaac is passionate about research and program evaluation. He views research as both storytelling and problem-solving, and an opportunity to understand complex social issues and identify practical solutions. In addition to his academic training, Isaac is a Licensed Master Social Worker in North Dakota and holds certification from the Prevention Research Institute in substance use prevention education. His research encompasses human development across the lifespan, and specific areas include behavioral health, substance use, bullying, and homelessness.

Melissa Henke
Melissa J. Henke, MD, currently serves as Medical Director for the North Dakota Professional Health Program, along with serving as Medical Director for the Heartview Foundation, and as a Psychiatric Consultant for Henke Psychiatric Services.
Dr. Henke is Board Certified by the American Board of Internal Medicine, the American Board of Psychiatry and Neurology, and the American Board of Preventive Medicine in Addiction Medicine. Her professional affiliations include the American College of Physicians, the North Dakota Medical Association, the American Psychiatric Association and the North Dakota Psychiatric Society.
Maggie Seamands
Maggie Seamands currently serves as the Executive Director of the North Dakota Professional Health Program. She holds a nursing certification in both case management and nursing leadership. Maggie has 15 years of leadership experience and a wealth of knowledge in care coordination and a passion for patient advocacy.

Juliana Antwi
Juliana Antwi is a public health leader deeply committed to strengthening the people behind public health because strong systems begin with supported, connected professionals. She currently serves as Co-Chair of the North Dakota Public Health Mentorship Program, a statewide initiative of the North Dakota Public Health Association (NDPHA) designed to cultivate emerging leaders, reduce professional isolation, and build a resilient public health workforce across North Dakota.
In her leadership role with NDPHA, Juliana also chairs the Public Health Systems and Practices Section, where she advances workforce development, leadership pipelines, and equity-centered strategies that support local and state public health professionals at every stage of their careers. Her mentorship work emphasizes intentional connection, practical guidance, and long-term capacity building particularly in rural and frontier settings.
Professionally, Juliana serves as the Clinic Coordinator for the North Dakota Perinatal Quality Collaborative (NDPQC), where she leads statewide, data-driven initiatives to improve maternal and infant health outcomes across diverse hospital systems. This dual lens workforce development and maternal health systems improvement uniquely positions her to bridge people centered leadership with evidence-based practice.
Trained as a physician and holding a Master of Public Health in Epidemiology from North Dakota State University, Juliana brings a global and interdisciplinary perspective to public health leadership. Her work is grounded in compassion, equity, and the belief that when public health professionals are supported, communities and families thrive.
Asma Husna
Asma Ul Husna is the Hospital Coordinator for the North Dakota Perinatal Quality Collaborative (NDPQC) at the University of North Dakota School of Medicine & Health Sciences. She supports statewide quality improvement initiatives to improve maternal and perinatal health care across North Dakota hospitals.
Sarala Pandey
Sarala Pandey is pursuing a Master of Public Health with a concentration in Population Health Research and Analytics at the University of North Dakota’s School of Medicine and Health Sciences. She also serves as a graduate assistant with the North Dakota Perinatal Quality Collaborative (NDPQC), where she contributes to quality improvement initiatives, develops the perinatal mental health resource map, and manages the organization’s social media presence.
Her research passion lies in exploring the connections between perinatal mental and physical health, as well as the influence of socio-economic factors, with a focus.
Andrew Williams
Andrew Williams is an associate professor in the Public Health Program at the University of North Dakota School of Medicine and Health Sciences. A perinatal epidemiologist, his research focuses on stress and adversity in the perinatal period, and also serves as Executive Director for the North Dakota Perinatal Quality Collaborative.

Emily Evers
In October of 2024, Emily Evers was tasked with taking over the Admissions processes at the UND School of Medicine. Shortly after, SB 2003 was introduced, and the goal of 85% North Dakota residents was established. Since then, Emily and her team, have increased their outreach, recruitment, and advisement efforts to best support the pathway for these future health care providers.

Anna Jackson serves as the Outreach & Recruiting Coordinator for the UND School of Medicine & Health Sciences. Since starting this role in April 2024, Anna has traveled across the Midwest representing and promoting UND's medicine and health sciences programs.

Carly Endres
Carly Endres is a senior project coordinator for the North Dakota Brain Injury Network (NDBIN) at the Center for Rural Health at the University of North Dakota (UND) School of Medicine & Health Sciences.
In this position, Carly works on developing, implementing, and managing program initiatives for NDBIN, as well as developing, promoting, and implementing NDBIN educational activities.
Carly previously worked with Grand Forks Public Schools as a special education strategist. Originally from Grand Forks, North Dakota, Carly earned a Bachelor of Science degree in elementary education and master's degree in special education at UND. In July 2019, she became a Certified Brain Injury Specialist, and in 2022 added the trainer portion and is now a Certified Brain Injury Specialist Trainer, or CBIST. She is currently pursuing a doctorate in educational practice and leadership with a specialization in special education at UND.
Andrea Watkins
Andrea Watkins is a Resource Facilitator with the North Dakota Brain Injury Network (NDBIN). Since February 2024, she has worked closely with rural North Dakota schools to enhance concussion prevention, monitoring, and recovery supports for students. With experience as a Speech-Language Pathologist, Andrea is dedicated to bridging education and brain injury best practices to ensure youth receive the support they need to succeed.

Gretchen Dobervich was appointed to the North Dakota House of Representatives in 2016. She was elected House Minority Assistant Leader in for the 69th Legislative Session and House Minority Caucus Chair the 66th- 68th Legislative Sessions. Gretchen served on the House Human Services and House Agriculture. She has previously served on Industry, Business, and Labor and Transportation committees. Gretchen is a graduate of Minot State University with a bachelor's degree in social work and North Dakota State University with a master's in public health. When she is not working in the legislature she works as the strategic communications manager at NSF ENGINES: North Dakota Advanced Agriculture Technology Engine. She and her husband Eric live in Fargo.

Representative Karen Rohr completed a BS in Nursing, dual MS degree in Nursing Administration and Nurse Practitioner from the University of Mary and. PhD in Nursing Research and Education from the University of North Dakota. Rep. Rohr has been an FNP for 25 years working in both rural and urban primary care clinics in ND. She has been involved in the education of advanced practice nurses as adjunct faculty at the university level by facilitating distant learning courses in nursing theory, research, evidenced based practice, health law and policy and bioethics. Elected in 2010, Rep. Rohr has served five terms in the ND House of Representative. In this capacity, she served on the Government and Veterans Affairs, Ethics, Human Services, Rural Health Transformation and Interim Health Services committees. She also serves on the governing board of Jamestown State Hospital.

In this position, Dr. Warren is responsible for overseeing one of the nation's most experienced rural health organizations.
He was named Researcher of the Year by the National Rural Health Association and has published more than 70 journal articles and book chapters and several books, Dr. Warren received his doctorate in epidemiology from the University of Miami Miller School of Medicine in Miami, Florida as well as his Master of Business Administration from Georgia Southern University.
