For multiple months, Altru had been experiencing long ED boarding times resulting in the denial of many the incoming transfer requests from smaller hospitals in their region. Due to the ruralness of the region, this means denied patients would be sent as far as three hundred miles away from their hometowns to receive care. Believing that care is best delivered close to home, the Altru Hospital Operations team (lead by the CNO and two Directors) set out to reduce transfer denials, improve throughput, stabilize staffing, maximize the number of open beds, while also making sure that the organization could remain profitable.

Dr. Jacob C. Warren serves as the director of the Center for Rural Health (CRH) at the University of North Dakota School of Medicine & Health Sciences (SMHS) and is a professor of public health at SMHS. In this position, Dr. Warren is responsible for overseeing one of the nation's most experienced rural health organizations.
He was named Researcher of the Year by the National Rural Health Association and has published more than 70 journal articles and book chapters and several books, Dr. Warren received his doctorate in epidemiology from the University of Miami Miller School of Medicine in Miami, Florida as well as his Master of Business Administration from Georgia Southern University.

The Center for Rural Health and its North Dakota Medicare Rural Hospital Flexibility Program (Flex) assisted six ND Critical Access Hospitals (CAH) with their transition to value through a Rural Path to Value Program cohort. Attendees will learn about the program and hear from cohort participants about their identified populations, project design, implementation, results and future programming.

Tim Mathern
Tim Mathern has been in the North Dakota Senate since 1986.
He has served on most committees of the senate including Human Services and Health. He presently is the ranking member of the Appropriations and Budget Committees.
Senator Mathern is employed at Prairie St. John's, a psychiatric hospital in Fargo North Dakota. He serves on numerous boards including the Indigenous Association and the Advisory Council of the School of Medicine and Health Sciences at UND.

Marcus R. Lewis, CEO of First Care Health Center in Park River, North Dakota. Marcus is a U.S. Navy veteran and seasoned executive with over 25 years of leadership experience across healthcare, finance, and technology.
He holds both a BSBA and MBA from Hawaii Pacific University, is a Fellow of the Healthcare Financial Management Association, and a Nationally Registered EMT. At First Care, Marcus leads a nationally recognized rural health system and serves as ACO Champion, guiding value-based care initiatives.
He also serves on multiple statewide boards and volunteers as a firefighter and EMT. We're grateful to have him here today to share his insights on rural health.
Kim Kuhlmann
Kim Kuhlmann joined CHAD in December 2023 as ND External Affairs Manager for North Dakota. In her role, Kim is the lead staff member on matters related to state-based policy in North Dakota, maintains relationships with the state’s Members of Congress, and leads the North Dakota Oral Health Coalition. Kim will also coordinate CHAD’s Advocacy Action Team.
Kim’s previous experience includes working on the Government Relations team at the American Cancer Society Cancer Action Network (ACS CAN) as the Grassroots Relationship Manager for North Dakota from 2012 - 2020.
Kim graduated from Valley City State University in 2004 with a Bachelor of Science degree in Business Administration Management. She has professional experience in sales, customer service, and non-profit fundraising and events.
Kim grew up in rural North Dakota on a farm near Wimbledon and she enjoys spending time at the farm or outdoors fishing, ice fishing, golfing, and camping.

She earned a Master’s of Arts in Political Science from American Military University while working as the policy analyst for the ND Department of Agriculture. Melanie has served on a number of volunteer boards including the Morton Mandan Public Library Board of Trustees and the Morton County Fair Board and currently serves on the Behavioral Health Planning Council, the North Dakota Association of Nonprofit Organizations Board, and belongs to a number of public health work groups and associations.

Health professionals seek to understand the legislative landscape. Equipping health professionals with tools to track legislation empowers them to advocate for policies that promote health equity. We will demonstrate some of the 50 active legislation-tracking databases from the National Conference of State Legislators to enhance skills in following legislation related to public health.

Quality Health Associates of ND provides Mental Health First Aid training to strengthen rural communities, including healthcare workers and service providers. This class helps individuals recognize and respond to mental health and substance use challenges. By September 2024, over 1,000 people have been trained. With two more years of grant funding, many more can benefit from this free training.

Dr. Jacob C. Warren serves as the director of the Center for Rural Health (CRH) at the University of North Dakota School of Medicine & Health Sciences (SMHS) and is a professor of public health at SMHS. In this position, Dr. Warren is responsible for overseeing one of the nation's most experienced rural health organizations.
He was named Researcher of the Year by the National Rural Health Association and has published more than 70 journal articles and book chapters and several books, Dr. Warren received his doctorate in epidemiology from the University of Miami Miller School of Medicine in Miami, Florida as well as his Master of Business Administration from Georgia Southern University.
